Mercruiser No Power Steering. the power steering failed this past season and i would like to know the best way to troubleshoot the issue. disconnect the steering cable at the steering arm at the transom (clevis pin and cotter pin). If it's stuck to one side it will cause the power. With motor not running try. so, these are the points i am focusing on as i try to diagnose my power steering issue. if it frees up, start the motor and see if the steering is back to normal. This is what i have done so far. even when your motor is not running, turning the outdrive back and forth should require no strength. no power pump and/or power steering cylinder (no mercruiser cylinder on board, no power pump) requires manual. when we bought the boat the steering was stiff so i rolled the dice on the steering cable being bad. a user reports losing power steering on their boat with a mercury 200hp outboard several times in less than a year.
